April 1973 - Cat And Mouse Game In Lesotho Politics - Lesotho is the only independent Black state in Southern Africa to have been ruled by decree since Prime Minister Leabua Jonathan suspended the country's constitution after his defeat by Ntsu Mokhehle in the elections of January 1970. It was also the first Black state in this region to declare a state of emergency. And the news that Chief Leabua Jonathan had finally agreed to bring back the constitution and re-open parliament should have brought welcome relief to the people of Lesotho who been living in a political cul de sac.
