Bust of Diego de Alvear y Ponce de Leon, 1749-1830, by Fernando Montero de Espinosa. Diego de Alvear was a Spanish military commander, politician and defender of the Siege of Cadiz by Napoleon in 1810-12, on the Calle Campo de las Balas, in Cadiz, Andalusia, Southern Spain. Cadiz is one of the oldest cities in Europe, founded by the Phoenicians in 1100 BC, and later became a Carthaginian then a Roman city, and Spain's constitution was signed here in 1812.
