Albert Gallatin, by Gilbert Stuart, 1803, American painting, oil on canvas. He served as Secretary of the Treasury from 1801 to 1814, in the President Thomas Jefferson, and James Madison Administrations. While Jefferson was a fierce opponent of Federalist policies, Gallatin kept much of Alexander Hamiltons financial system in place, and founded the Second Bank of the United States
