Bridge and portal to Fortress Monroe, guarded by the Union soldiers during the Civil War, 1864. The fort was commanded by General Benjamin Butler, who declared African American slaves were contraband of war and would not be returned to the Confederacy. The federal government adopted this policy, and the army became a refuge from slavery for 400, 000 to 500, 000 African Americans. Photo by Alexander Gardner
