Charles Townshend, Chancellor of the Exchequer, established the controversial Townshend Acts, five separate acts of 1767-68 to tax, restrict trade, and otherwise extract revenue from the North Americans colonies. These law were among the grievances listed on the PETITION TO KING GEORGE III, drafted by the First Constitutional Congress of 1774
