Chester Arthur, 21th President of the United States, held office from Sept. 19, 1881 until 1884. As vice president he assumed office after the death of James Garfield. Garfield's assassination by a rejected office seeker created public opinion supporting Arthur's signing of the Pendleton Civil Service Reform Act. George P. A.
