Chief Sitting Bull addressing a Council of Sioux Indians, at Standing Rock Agency. He spoke against the reorganization of the Sioux Reservation in Dec. 1887. The US Government required 2/3 of male Indians to sign for approval to break up the Sioux Reservation into six smaller separate ones. By August 1889, government agents gained the signatures by promises, threats, subterfuge, including the collection of childrens signatures (BSLOC_2017_18_43)
