Col. Charles Forbes was appointed as first Director of the Veterans Bureau by President Harding. Forbes controlled a $500, 000, 000 (6 billion in 2010) yearly budget to aid World War I veterans. His corruption resulted in his Feb. 1923 flight to Britain, and upon his return, imprisonment in 1926. (BSLOC_2015_15_59)
