Count Serge Witte, Russian envoy to the Portsmouth Peace Conference, August 1905. After his nations defeat in the Russo-Japanese war he negotiated favorable terms for Russia. He return to turmoil of the Revolution of 1905 and assisted the Czar in reinstalling much of his authoritarian power in 1906 (BSLOC_2017_6_40)
