David Wilmot sponsored the Wilmot Proviso in 1846, which banned slavery in lands acquired after the Mexican War. His bill passed the House of Representative multiple times, but was repeatedly rejected by the Senate. Wilmot, a Democrat from Pennsylvania, served in the House from 1845-51. Print by M.H. Traubel
