Exchanged Union POWs are issued new clothing to replace their prison camp rags after boarding the Flag of Truce boat, NEW YORK, in late 1864. Some men are throwing their old rags overboard. They were released in a humanitarian exchange between Confederates and Federal forces, of 10, 000 ailing soldiers who were likely to be unfit for 60 days
