Franklin D. Roosevelt, arriving in Washington to confer with President Hoover, during the interregnum between the Nov. 1932 and March 1933 inauguration. In a letter of Feb. 18, 1933, Hoover asked Roosevelt to immediately announce post inauguration plans, to would convene a special session of Congress to address the economic crisis and bank failures. Roosevelt remained silent, but upon assuming office, declared a Bank Holiday and suspended all gold exchanges for US dollars
