Franklin Roosevelt signing the Burke-Wadsworth Conscription Act. Sept. 16, 1940. The Selective Training and Service Act of 1940, required men between the ages of 21 and 35 register with local draft boards. It was the first peace-time draft in United States history. (BSLOC_2013_5_139)
