A group of vultures waiting for the storm to Blow Over - -Let Us Prey. The political cartoon by Thomas Nast was published in Harpers Magazine, on Sept. 23, 1871. William Boss Tweed and members of his ring, Peter B. Sweeny, Richard B. Connolly, and A. Oakey Hall, weather a violent storm on a ledge amidst the picked-over remains of New York City. But it did not blow over. In Nov. 1873, Tweed received a sentence of twelve years in prison and a $12, 750 fine
