James Blaine, 28th and 31st Secretary of State under Presidents James A. Garfield, Chester Arthur, and Benjamin Harrison. He represented Maine in the House of Representatives from, 1863 to 1876, serving as Speaker of the House from 1869 to 1875, and then in the Senate from 1876 to 1881. He unsuccessfully sought the Republican nomination for President in 1876 and 1880 before being nominated in 1884, when he lost the election to Grover Cleveland. He is among many prominent American politicians, sought, but never became president
