Lord Halifax, Foreign Secretary in Neville Chamberlain's Cabinet presiding over a meeting. April 16, 1940. He met with Britain's ambassadors to plan for a diplomatic and economic offensive against Germany. Halifax favored a negotiated a peace settlement with Hitler, but within a month Winston Churchill was Prime Minister.
