The Louisiana outrages--President Grant demands unconditional surrender. President Ulysses Grant holds his Proclamation Regarding Disturbances in Louisiana, Sept 15, 1874. It commanded disorderly persons to disperse and retire peaceably to their respective abodes within five days. Grant was responding to the White League and Democratic militia occupation of the state house at New Orleans, and ouster of Republican Governor William P. Kellogg, on Sept. 14, 1874.
