Major Montgomery C. Meigs, US Army General Staff, March 1861. Upon his 1836 graduation from West Point, Meigs was assigned to the Army Corps of Engineers. In the decades before the US Civil war he oversaw the building of forts, the Washington Aqueduct, and enlargement of the US Capitol. In May 1861, he was promoted to brigadier general and Quartermaster General of the Army
