New Yorks Tenement House Act of 1879 supported
New Yorks Tenement House Act of 1879 supported building Dumbbell apartment buildings. They met the laws requirement that every habitable room have a window opening to plain air, by creating a six foot wide air shaft between each tenement. Unfortunately, tenants tossed garbage and waste into the air shafts, causing a serious sanitation problem
