Nuclear Test Ban Treaty talks underway, July 21, 1963. Soviet Premier Nikita Khrushchev and Undersecretary of State Averill Harriman, Chief Negotiator in nuclear test ban talks, watch US-USSR fifth annual field and track meet at Lenin Stadium. Leonid Brezhnev (left) was already working with the Presidium, for Khrushchev's ouster. On August 5, 1963, the United States, Soviet Union and Great Britain signed the Limited Nuclear Test Ban Treaty, which prohibited the testing of nuclear weapons in outer space, underwater, or in the atmosphere.
