The popularly elected legislature was established by the US Congress Philippine Organic Act of 1902 as the lower house of government, subordinated to the US appointed Philippine Commission. The Philippine Autonomy Act of 1916 (Jones Act) replaced the Commission with an elected Philippine Senate (BSLOC_2017_10_91)
