President James Buchanan, supported the Dred Scott decision, the admission of Kansas to the Union as a slave state, and advocated a federal slave code to protect the rights of slave-owners. When the southern states seceded in late 1860, to appease the South, he promoted a constitutional amendment reaffirming the constitutionality of slavery, the fugitive slave laws, and popular sovereignty in the territories.
