Rep. Lewis D. Douglas was FDR's first Director of the Bureau of the Budget. Ca. 1932. Douglas had been a conservative Democratic Congressman who believed in government thrift and balanced budgets. His influence was limited and he resigned in August 1934. (BSLOC_2013_6_137)
