A Statue for OUR Harbor. 1881 Anti-Chinese cartoon appeared in THE WASP, a San Francisco magazine. Slogans radiate from the Chinese figures halo: Ruin to White Labor; Diseases; Immorality, Filth. In February of 1881, California Senator John Miller introduced a bill to bar Chinese immigration for 20 years. After a first veto, President Chester Arthur gave in to public opinion, and signed the Chinese Exclusion Act into law on May 2, 1882
