"The Rockingham administration sneak into King George III's chamber. Charles James Fox (Foreign Secretary), is depicted as a fox, and the King as a sleeping ass wearing a dunce's hat. Lord Shelburne (Secretary for Home and Colonial Affairs) and Richmond (Master General of the Ordnance) are part of the sinister group, who carry objects alluding to Guy Fawkes - gunpowder, a dark lantern and kindling. Gillray's print satirises the changing relationship between King and government. George III is shown dozing with his hands shackled - he is oblivious of the new threat to his authority. Fox was openly opposed to the King's involvement and influence in politics"
