The members of the Ministry of All the Talents are depicted as rats, hungrily scouring the Treasury. King George III informs them that the country's grain store is empty. The Ministry of All the Talents was the first Whig government in nearly 30 years. The empty barn symbolises the impoverished state of Britain's finances after years of war with France
