James Cecil, Marquis of Salisbury (Lord Chamberlain) leads King George and Queen Charlotte. Gillray depicts Salisbury as Polonius from Shakespeare's Hamlet, possibly to portray him as incompetent and senile (most of Polonius's judgements are wrong over the course of the play)
