Veiled women voters, some of them allowing their faces to appear on camera, wait in line before the Gulioni Polling Station when the Islands of Zanzibar and Pemba, British Protectorate off the Tanganyika coast, went to the polls to choose their first elected majority for their Legislative Council. there were 22 seats to be filled and just one vote decided the majority of ten seats that went to the Afro-Shirazi Party. The Zanzibar Nationalist Party came next with nine, and third was the Pemba People's Party, three seats
