Feb. 26 Child's Play Although it resembles a child's toy, a cart developed by Demeur Precision Ltd. of Luton, it is really meant to help crippled children gain independent mobility. Using a simple hand operated lever system the Scamp vehicle is designed to be driven by children between the ages of 4 and 9. Pulling the levers to the right or left, forward or back, steers the cart in the proper direction and the pulling motion is said to help strengthen the child's upper torso and arms. Since the Scamp is only 21 inches high, the cart is stable and easy for children to climb into without help. The Scamp costs 5, and is made of impact resistant plastic so it can survive the rough handling by children
