Nov. 02, 1966 - City Shipping Agent Arrested Under Official Secrets Acts.: A Southend businessman with an office in the City of London was charged by Special Branch officers today with serious offences under the Officials Secrets Acts. His arrest followed dramatic moves by the Special Branch men who visited the resort early today. He is Cecil William Mulvena, of Mountdale Gardens, Leigh-on-Sea, Southend. He is a shipping agent and has an office in Coopers Row in the City. He also has other business interests. The three charges against him included one under a key section of the Officials Secrets Acts for obtaining a document for purposes prejudicial to the safety and interests of the State.
