For he has fitted two small motors. One between the pedals, the other over the back wheel. Manipulating a handlebar full of controls, Len was up the hill in no time - but then he ran into some difficulties. The authorities scratched their heads-pondered the legal position. They decided than he must have two road licences, two registration books, two insurance policies, two sets of number plates, and two licence holders on the machine'. Later they agreed that one conventional licence could cover a two-cylinder engine
