Mr.Jesse Hartman, New York industrialist and philanthropist, who, through the Association for Voluntary Sterilization, Inc. N.Y.C. has made a 5, 000 Challenge Grant to Public Health and Public Welfare authorities across the country, to launch new government supported voluntary contraceptive sterilization programs for needy people. An earlier gift 5, 000 by Mr. Hartman was used by A.V.S. to mount an attack on the Poverty Bomb in Kentucky Appalachia. There, more than 125 parents who already had sizable families, and for whom more children would have been a great emotional and financial burden, received the sterilization operations they requested. This pilot project, known as the Hartman Plan, was designed to show the way for government to assume full responsibility for such needed voluntary birth control programs on a national basics
