Mar. 22 Philippine Foreign Secretary Felixberto M. Serrano and wife, Conchita, arrived here this morning aboard a TWA Jetstream from San Francisco. Mr. Serrano will lead his country's delegation to the thirteenth session of the general assembly. He will be in New York for the first two or three weeks of United Nations Sessions Presenting the Philippines position on international issues in the General Debate which opens this year's assembly meeting
