Feb. 26 One of the oldest of Britain's old customs still survives in the cathedral city of Ripon, where official horn-blower Cyril Hawley sounds a deep note nightly at nine o'clock outside the house of the Mayor. But he recently brought out his horn in the daytime to welcome participants in the Anglo-American Vintage Car Rally as they passed through this historic city. Mr. and Mrs. Elmer W.
