Jun. 18, 1979 - Vienna, Austria - Negotiations between the US and the Soviet Union to curtail nuclear weapons was signed today by US President JIMMY CARTER, seated left, and Soviet General Secretary LEONID BREZHNEV, seated right. The treaty known as SALT (Strategic Arms Limitation Talks) II was signed at Redoutensaal of the imperial Hofburg Palace. Behind Carter left is ZBIGNIEW BRZEZINSKI, US National Security Officer
