Sep 13, 1965; Port of Spain, TRINIDAD AND TOBAGO; The finest and most exciting of the contempporary and traditional costumes from this year's Mardi Gras Carnival in Port of Spain will be on exhibition for a month in the Art Gallery of the Commonwealth Institute. The exhibition opens on Thursday Sept. 16th and continues until sunday Oct. 17th, and it is one of the Trinidad and Tobago Governments major contributions to the Commonwealth Arts Festival. The picture shows LORD BALFOUR of Inchyne and the High Commissioner of Trinidad and Tobago try on a couple of hats before the exhibition
