Jul. 07, 1977 - New York Blackout While power was slowly restored to the City following blackout, looters were still being arrested in large numbers. OPS: Suspected looters being removed from the temporary jail that was set up to hold them due to overcrowding. By the end of the day bus-loads of arrested looters had to be sent back to the precincts where they were arrested since the jail was full
