There is none, the healeys flat is one of two new official government residences in a wing of the 180- year old admiralty building in Whitehall, London, just given a 40, 00 facelift. The other flat will be occupeid by Mr Arthur Bottomley, the commonwealth secretary, Mr. Healey and Mr Bottomley were given their flats because they have to do a lot of entertaining
