Feb. 25 City Shopping Agent Arrested Under Official Secrets Acts: A Southhand businessman with an Office in the City of London was charged by Special Officer today with serious offense under the official Secrets Acts. His arrest followed dramatic moves by the Special Branch man who visited the resort early today. He is William Cecil Mulvena, of Moundel Garden, Leigh-Sea, Southand. He is a shipping agent and has an office in Coopers Row in the City. He also has other business interests. The three charges organist him included one under a Key section of the official secrets Acts for obtaining a documents for purposes predujicial to the safety and in rests of the state.
