Sgt. Harold Vogel of Englewood and patrolman Eddie Skold as they looked last spring before the great ring of Negros broke out for civil rights. Because Englewood is one-quarter Negro the dogs were never used in Patrol work. It takes 3 months to train a dog like those. The police say they are worth about, 500 when trained. Few dogs make the grade. They are washouts when beaten and fired at with blank shots
