Nov. 28, 1978 - While visiting Bonn where he was welcomed by his German counterpart Hans-Dietrich Gencher, Louis de Guiringaud, French Minister of Foreign Affairs, announced his upcoming departure from the Quai d'Orsay. The recent declarations of the chief of French diplomacy are probably related to his departure. He could be replaced by Jean-Francois Poncet, current General Secretary of the Elysee Palace, as soon as tomorrow
