Aug. 10, 1970 - West Germany's Minsiter of Foreign Affairs, Walter Scheel (left), found himself in Moscow to establish a political agreement with the Soviet Union. The agreement was signed by the two Ministers of Foreign Affairs, Scheel for West Germany and Andrei Gomyko for the Soviet Union, along with the German Chancellor Willy Brand and the Head of the Soviet government, Kossyguine
