1971 - Inter-German Talks on Realization of Four Power Agreement on Berlin Near Successful Conclusion: West German Secretary of State Bahr and his East German counterpart Kohl are continuing their talks in East Berlin in search of an acceptable formula that would put the four power agreement on Berlin into force. Both parties, after having briefly interrupted their negotiations to consult their respective governments, resumed their talks again today, and an official announcement confirming the successful outcome is expected shortly. A treaty would provide better access to the Eastern part of the city for West Berliners and also guarantee the so-called transit routes from West-Germany through East German territory to West Berlin.Photo shows (on the left) West German Secretary Econ Bahr and (on the right) East German Secretary Kohl talking to reporters in East Berlin during a break in their talks
