Picture of Chin Peng - first Foreight years.: The Malayan peace talks broke down after Chin Peng, leader of 3, 000 jungle Guerillas, told the Chief Ministers of Malaya and Singapore: We will never accept surrender at any time and we will continue to struggle to the last man. the talks, which took place at Baling, Malaya, were between Chin Peng and Tengku Abdul Rahman, the Malayan Chief Minister, and Mr. David Marshall, the Singapore Chief Minister. Rahman said after the meeting that Chin Peng had rejected the principle of investigation of surrendered communists. It was said later, that amnesty was withdrawn.
