Mar. 05, 1978 - Dom Mintoff, Malta's Prime Minister, Starts His Talks With Lord Carrington At Marlborough House. Malta's Prime Minister Mr. Dom Mintoff flew into London last night and this morning he started his talks with Defence Minister Lord Carrington, at Marlborough House in London, on the future of Britain's military bases on the island. A NATO offer of ?14 million, with Britain contributing more than ?5 million but Mr Mintoff has been holding out for another ?4 million. But Mr Heath has refused to be squeezed further.
