For several weeks already one subject fills the headlines of the Swiss newspaper: The so-called Civil Defence book, edited by Federal Government and distributed to all Swiss citizens. This red booklet or Word of the President Von Moos as it is called ironically, has given rise to very harsh discussion on the opportunity and the sense of it. Nearly all Liberal minded newspapers accuse the authors and editors of whether infantilism or dangerous instigation of the population against minorities, such as intellectuals, foreigners, radicals and so on: The chapter the second form of war treats of the political subversive activities of leftists and nonconformists in a way some of the critics called it political obscenity or of Hitler's source'.
