Preston (left), USAFE commander in chief, by German Preside t Heinrich Lubke (right). The presentation was made on the 25th July during Preston's farewell visit to Lubke at Villa Hammerschmidt, the president's official residence in Bonn. The award honored Preston for his two years of service as USAFE commander in chief and his contribution to the NATO alliance
