Nov. 11, 1946 - Director of UNRHA Proposes Emergency Food Fund. Keystone Photo Shows: Fiorello H. Mr. La Guardia Director General of UNRHA, which expires at the end of the year, proposed a United Nations Emergency Fund to replace the UNRHA. He asked for 00, 000, 000 to complete his program. The planned fund would gather the food, buy the destitute countries would provide their own transportation and distribution facilities
