Jul. 07, 1977 - While power was slowly being restored to the city of New York following yesterday's blackout, Looters were still being arrested in large numbers. Photo shows suspected looters being removed from the temporary jail that was set up to hold them due to overcrowding. By the end of the day busloads of arrested looters had to be sent back to the precincts where they were arrested because the jail was full
