Mar 16, 1973 - Paris, France - (File Photo) WILLY DE CLERCQ (Willy Clarisse Elvire Hector, Viscount De Clercq) is a Belgian liberal politician. He was President of the liberal PVV (Partij voor Vrijheid en Vooruitgang) political party 1972-73 and 1977-82. He served as minister of Finances in 1973-77, and became Minister of state in 1985. Since 1989 he is a member of the European Parliament. In 2006 he was ennobled in the rank of viscount.
